I. Brief Introduction to National-Level Overseas Talent Introduction Program
The national project for showcasing talents aligns with the development directions of Chinese industrial technology and is funded by various levels of government. Within the framework of this program both private companies and state-owned enterprises, as well as different universities, research institutes, and local laboratories participate. This program targets different categories of professionals and is subdivided into the following areas:
1.1 Innovative Talent Project
The Innovative Talent Project supports the introduction of overseas outstanding professional technical and management talents (including non-Chinese foreign talents) by local state-owned and private enterprises.
◆Applicants should be a PhD holder;
◆Applicants must meet one of the following conditions:
- Applicants should be technical or management professionals holding senior positions in overseas companies. They should have either signed or expressed an intention to sign contracts with domestic enterprises, or they should already be major technology or business partners of domestic enterprises.
- Applicants should be experts or scholars holding positions equivalent to or higher than associate professor in overseas universities or research institutions. They should demonstrate strong capabilities in technological innovation.
- Applicants should possess technical expertise in key core technologies within their industry.Alternatively, they should have the ability to solve challenging problems in production processes.
1.2 Young Talent Project
The Young Talent Project supports the introduction of outstanding young overseas talents (including non-Chinese foreign nationals) by local state-owned and private enterprises.
◆Applicants should generally have a PhD degree.
◆Applicants should generally be under 40 years old.
◆Applicants should have been engaged in natural sciences, engineering technologies, etc., at a prestigious overseas university, research institution, or corporate R&D institution for at least 36 months.
◆Applicants who obtained their PhD abroad and have exceptional achievements may have the work experience requirement relaxed.
II. Evaluation Criteria
The national project does not have an interview process, and the approval mainly depends on the quality of submitted materials. Some key scoring points include:
2.1 Educational and Academic Background
Firstly, applicants’ PhD education background, including the QS ranking of the university, subject ranking, and the academic influence of the supervisor, is an important factor. The applicants’ academic achievements, such as the number of papers published, journal impact factors, patents, honors, etc., are also important positive factors.
2.2 Work Experience
If the applicants have worked at renowned companies, universities, or laboratories and has participated in well-known projects, particularly in leading core modules, they will have a competitive advantage in the evaluation process.
2.3 Enterprise Support and Compatibility
Since the national project requires support from domestic enterprises, the enterprise’s background, including its industry position, technological innovation advantages, and honors, will also be considered. Additionally, the compatibility between the applicant’s expertise and the enterprise’s research direction, as well as the applicant’s ability to solve technological problems and promote industrial progress in the enterprise, will be key factors in assessing the project’s feasibility.
III. Application Process (Applications are accepted annually from February to March, with results announced by the end of the year.)
IV. What Personal Information is Required for the Purpose of Application?
◆Proofs of identity (ID card for Chinese applicants, passport for foreign ones);
◆Educational and degree certificates (PhD required, master’s and bachelor’s degrees should be provided unless lost);
◆Proofs of overseas work experience (such as an offer letter, employment contract, resignation letter, etc., including the work unit, position, and specific employment dates);
◆Proofs of projects led or participated in (such as project proposals, papers/patents, letters from leaders or PIs);
◆Proofs of scientific achievements (such as representative papers, books, technical research reports, invitation reports at major academic conferences, patent certificates, and certificates of awards or honors);
◆If applying as an individual with an enterprise, applicants also need to provide a work contract or letter of intent with the employing unit.

7.1 Oleksandr Radionov
Born in 1961, Oleksandr Radionov earned his Ph.D. in Technical Sciences, As Professor at the Department of Technical Maintenance at Sumy National Agrarian University, he was awarded the Prize of the Cabinet of Ministers of Ukraine for the development and application of innovative technologies and was elected as a full member of the Ukrainian Academy of Engineering Sciences. His research focuses on nanotechnology, magnetic hydrodynamics, hermetic sealing, sealing systems, environmental safety, and other fields. He has published over 260 papers and holds 27 patents.
7.2 Koltsov Konstantin
Born in 1974, Koltsov Konstantin holds a doctorate in technical sciences from Voronezh State Technical University, specializing in pressure processing technology and machinery. With a wealth of experience in industrial enterprise design and production, he has been deeply involved in the development of new materials and products, laboratory testing, patent applications, and serial production. He brings over six years of expertise in composite materials, particularly glass fiber and carbon fiber. Previously, he served as the Chief Designer at RUDGORMASH Mining Machinery Manufacturing Company and contributed to aircraft manufacturing at Boeing. Since arriving in China, he has focused on advancing technological research and its applications in high-end manufacturing.
7.3 Fomichev Evgenii
Born in 1984, Fomichev Evgenii earned his Ph.D. in Materials Science from the Russian State University of Oil and Gas in 2014. He has held various positions, including Technical Engineer and Section Head at the Research and Production Center of the Salyut Machine-Building Association, Lead Engineer at the All-Russian Institute of Aviation Materials, and Chief Welding Engineer at the Central Institute of Aviation Motors Manufacturing. Currently, he serves as the Chief Welding Technology Engineer at Dao Technology Co., Ltd. He has published over 40 papers, obtained more than 20 authorized patents, and authored two books.
7.4 Anastasiia Ivanytska
Born in 1990, Anastasiia Ivanytska holds a doctorate in information technology sciences from the National Telecommunications University of Ukraine, currently serving as the Technical Director at Zhejiang Jimi IoT Technology Co., Ltd. She previously worked as an assistant at the Department of Software Systems and Technologies at the Technical Institute of Taras Shevchenko National University of Kyiv, where she was engaged in long-term scientific research and teaching. She is an expert in information technology and big data analysis, with a diverse technical background in information models, systems, and technologies. Her research areas include fuzzy logic, image processing, machine learning, and IT systems. She has published over 46 scientific works and has led or participated in multiple national-level research projects in Ukraine.
